  4. All civil services under the rules of business of the government
  • Appointment: By Appointments Committee based on appointee’s ability & confidence of PM
  • Term: 4 years
  • Functions:
  1. Chairman of Committees of Secretaries on Administration
  2. Chairman of Conference of Chief Secretaries of States
  3. Senior Advisor to PM
  4. Assistance to the Council of Ministers
  5. Provides agenda & minutes for Cabinet meetings
  6. Responsible for administration of:
    • Transaction of Business Rules, 1961

PRINCIPAL ADVISOR TO PM

CONTROLLER GENERAL OF ACCOUNTS (CGA)

  • Status: Not a constitutional body but derives power from Article 150
  • Administrative Control: Dept of Expenditure, Ministry of Finance
  • Key Role:
  • Cadre management of Group A (Indian Civil Accounts Service) & Group B officers of the Central Civil Accounts Offices
